Meet our Board of Trustees
Caren Rangi
Chair
Caren is a proud Cook Islands Māori, whose families hail from the islands of Manihiki, Rakahanga, Rarotonga and Aitutaki. She lives in Napier with her husband McKenzie and their children, Mika and Kaiata, where much of their time is spent as active members of the Hawke’s Bay Cook Islands Community.
Caren’s professional career began in the field of auditing, but for the last 23 years she has been a professional board director in the areas of broadcasting, health, the arts and more recently, rugby. She is a qualified Chartered Accountant and is a Fellow of Chartered Accountants Australia and New Zealand. Caren’s other current board roles include Pro-Chancellor, Massey University, Director, NZ Rugby, Deputy Chair, Pacific Co-operation Broadcasting Ltd and Director of the Hawke’s Bay Regional Economic Development Agency. In 2018, Caren was appointed to chair the national Whānau Ora Review, the results of which are often referred to as the Rangi report
Her service to governance and leadership was recognised in 2016 with the awarding of New Zealander of Year Local Hero Award and again in 2018 with the Linden Estate Hawke’s Bay Business Leader of the Year. Caren was further honoured with an Officer of the New Zealand Order of Merit in 2018 for services to governance and the Pacific community and in 2021 was made the inaugural Pacific Governance Leader at the Women in Governance awards.
Caren is passionate about supporting her Cook Islands and Pacific communities in New Zealand and the Pacific region to achieve their aspirations.
Louisa Ryan
Trustee
Louisa Ryan is a New Zealander of Samoan descent. With extensive experience and many years working in the Health Sector, she has previously worked as the Manager of Pacific Health for the Heart Foundation and held Senior Leadership Roles with the Auckland District Health Board and Counties Manukau District Health Board.
As a qualified Registered Nurse with Gerontology, Louisa was a highly skilled intensive care and theatre Nurse. Since returning from the USA, she has taken up the challenge of working in Pacific Health in New Zealand for the past 12 years.
Louisa has completed several significant Pacific Health projects in several major health areas, including the Rheumatic Fever project and the Pacific Diabetes projects. She has also sat on the Stroke Foundation Board and the Pacific ASH Committee during her tenure before retiring.
Annette Lole Karepa
Trustee
Annette is New Zealand-born, with ancestral links to Samoa, the Cook Islands, the United Kingdom, and several European countries. In September 2002, Annette established Le Anuanua Consultancy Ltd, and after thirteen successful years of operating the business, it was wound up.
In the early 1970s, Annette attended both Waikato and Wellington Colleges of Education, where she became a trained Primary School Teacher. She later became a Transitional Education Tutor at Whitireia, New Zealand, for several years before moving on to a pivotal role with the New Zealand Qualifications Authority in 1994. Here, she was part of a team of 30, project managing and facilitating the development of the National Qualifications Framework.
In 1997, Annette became employed as a Senior Policy Analyst [Pacific Education] with the Ministry of Pacific Island Affairs. In May 2000, she later was seconded as the Private Secretary of Pacific Island Affairs to the Minister of Pacific Island Affairs, Hon Vui Mark Gosche.
Annette has ample experience in consultancy work, ranging from working closely with Pacific Education providers. Here, she worked on strengthening their internal governance structures and reviewed the delivery of their education programmes. She has also undertaken evaluations, research projects, provider development facilitation and training across several sectors, including being part of a team that delivered Quality Assurance training for the Adult and Community Education [ACE] sector.
With governance experience at various levels for both public and private organisations, Annette is currently a member of Victoria University of Wellington’s Vice Chancellor’s Komiti Pasifika; Whitireia New Zealand’s BAppA Combined Advisory Committee; Pacific Island Homecare Services Trust Board; and the Pacific Education Centre Board.
Other work Annette has undertaken with Government Agencies, Crown Owned Entities and private organisations over the past fifteen years has provided her with opportunities to work closely alongside community groups, schools, teachers, managers, artists, publishers, researchers, educationalists, academics, and others. This work contributed to research and ongoing development and promotion of community resources, Pasifika language curriculum and guidelines for teaching and learning, as well as multi-media Pasifika resources for second language acquisition.
Tokerau Joseph
Trustee
Rev Dr Tokerau Joseph is of Cook Islands, Scottish, and English heritage. Born on the island of Rarotonga and whose parents hail from the islands of Manihiki and Rakahanga in the northern Cook Islands.
Raised and educated up to secondary school in Otara, South Auckland, and then gained an Honours degree, Master, and Doctorate in Theology at the University of Otago.
He is an ordained minister of twenty-seven years in the Presbyterian Church of Aotearoa New Zealand having served in three congregations (Otara Pacific Islanders’ Presbyterian Church, First Church of Otago, Mairangi & Castor Bays Presbyterian Church). Currently, he is also working for the Northern Presbytery as Minister Enabler with two main tasks: 1. identifying and assisting people towards ordained ministry, and 2. working with congregations to reviatlise their mission and ministry.
Tokerau has served on various boards. They include chair of Pacific Trust Otago, Pacific Committee, Otago University, Pacific Advisory Committee for the Health Sciences Division, Otago University, Dunedin Cook Islands Community, Northern Presbytery Council, Lister Trust North Shore, and Moderator of the Cook Islands Uapou Fellowship Inc. He brings experience in practical theology, pastoral care, ecumenical relations, inter-cultural dynamics, public speaking, community engagement, academic research, and a genuine appreciation and willingness to further the wellbeing of our Pacific peoples.
Tokerau is married to Tangi and have five children and seven grandchildren. Although they have lived in Dunedin for eighteen years altogether and are currently serving on the North Shore, they are South Aucklanders at heart. They continue to be involved with numerous Pacific functions in South Auckland with their wider families also residing here.
Tokerau seeks to contribute constructively to the work of the PHC Board to enable effective caring services to PHC clients as well as ensuring the high integrity of the PHC organisation.
Dallas Young
Trustee
Dallas is proud to be a Cook Islands Māori woman with ancestral roots in Takitumu and a mix of Atiu. She has a deep love for both her island home and wider Pacific communities.
Born in Auckland, she moved to Rarotonga, where her mum is from, at 11 years and spent her secondary schooling in the Cook Islands. Dallas then went on to University in Fiji and found her standing as part of the wider Pacific culture.
Dallas brings over 20 years of experience, working in government, policy and community development in the Cook Islands and across the Pacific region.
Post-COVID, Dallas moved to New Zealand to be closer to family who resided here in care. In doing so, Dallas joined the corporate consulting space with a focus on Hauora, particularly supporting health and wellbeing organisations across Aotearoa. She has since moved her family back to the Cook Islands and now provides consulting services across various Government agencies in the Cook Islands as a trusted advisor.
Dallas’ connection to the care sector is personal. Like many, she has supported whānau navigating health and support services in both the Cooks and New Zealand. These experiences have shaped her belief in mana-enhancing, Pacific-led care, and the need for systems that are grounded in culture, dignity and respect. She was part of the early feasibility work exploring elder care models in the Cook Islands, supporting homecare service providers in Rarotonga to set a plan for growth, and has proudly supported Pacific Homecare in the past through its model of care redesign and Whānau Ora planning.
She has served on a range of governance boards, including the Cook Islands Financial Services Development Authority, and continues to contribute to work that centres Pacific voices and lived experience.
Dallas is honoured to join the Pacific Homecare Trust Board and looks forward to working alongside others who are equally committed to the wellbeing and dignity of Pacific families.
Meet our Senior Leadership Team
Hamish Crooks
Chief Executive Officer
Hamish is a New Zealander of Cook Islands and Scottish descent. He has been involved in many governance and leadership roles in the private, public and community sectors, as well as economic development initiatives over the last 40 years. In 2016, he was recognised with a Queen’s Honours Award for his contributions to the Pacific and community with a Member of the New Zealand Order of Merit.
Hamish has always been passionate about community and economic development for the Cook Islands and Pacific peoples. He started his professional career as a management accountant before moving to leadership roles in community development, public service, his own management company, and now as the Chief Executive of Pacific Homecare.
Pacific Homecare delivers Home Health and Community support services for the elderly and people with disabilities in their own homes and Whānau Ora services to vulnerable families in South Auckland. Pacific Homecare also partners with other community based organisations to deliver ethnic specific elder programmes, Ora’anga mental wellness, and Te Ranga Ora services.
Hamish is also involved in other community leadership roles. He is a founding trustee of Pacific Advance Secondary School, currently chairs the board of Cook Islands Development Agency of New Zealand, and is a trustee of the Sir Michael Jones Foundation. Over his career, he has been involved in many governance and advisory roles with community—and government-based organisations.
Matthew Crooks
Director of Homecare Services
Born in New Zealand with proud European and Cook Islands heritage, with ancestry hailing from Aitutaki and Mangaia, Matthew brings a unique blend of cultural richness and professional expertise to his role as the Director of Homecare Services at Pacific Homecare. With a solid background in accounting and finance, Matthew has been a dedicated member of the Pacific Homecare team since 2016.
In his current role, Matthew oversees the delivery of high-quality homecare services, ensuring that customers receive compassionate and effective support. His journey from finance to homecare was driven by a deep-seated passion for making a positive impact in the community.
Matthew is deeply passionate about serving the community. This commitment is reflected in his role on the board of trustees for Fonua Ola, an organisation dedicated to providing essential services to the community.
Rauna Murray-Stowers
Director of Wellness Services
Rauna is an experienced professional with over nine years of dedication in the homecare, elderly, disability, and social/community services sector. Currently working at Pacific Homecare as the Director of Wellness services (formerly Whānau Ora services), Rauna has developed a strong expertise in delivering compassionate, high-quality care to individuals in need, focusing on improving quality of life and promoting independence.
Of Samoan and Māori descent, Rauna proudly hails from the iwi of Ngāti Kurī and Te Aupōuri, and the villages of Magia and Leulumoega Tuai. His cultural roots play a significant role in shaping his values, particularly around whānau, service, and community care.
Rauna holds a Bachelor’s degree in Sport and Recreation, with a major in Coaching, which has provided a solid foundation in leadership, team management, and personalised care strategies. This unique blend of formal education and hands-on experience has allowed Rauna to bring a holistic approach to working with the community, ensuring that clients receive both physical and emotional support tailored to their individual needs.
Outside of work, Rauna is a devoted husband to Matilda and a proud father to their daughter, Frankie-Joyce.
Filomena Beirne
Director of Corporate Services
Filomena Beirne is a dedicated professional with a Bachelor of Business degree specialising in Accounting. Since 2018, she has been an integral part of Pacific Homecare, starting her journey in the Finance and Accounts Team before stepping into the role of Corporate Service Director in 2024.
Originally from Fiji, Filomena has embraced diverse cultures through her experiences living in Vietnam and Papua New Guinea before settling in Auckland in 2016. Her passion for community service is evident in her involvement with the St. Mary’s Catholic School Board, where she combines her faith with a commitment to helping others.
Filomena is also a proud mum of three and shares a loving partnership with her husband of 14 years. With a strong belief in the power of community and service, she continues to strive for positive impacts in both her professional and personal life.
